Continental Socio-Economic, Security-Supportive, and Development-Driven Transportation & Logistics Union

Preamble
The National Cargo Union (NCU) is established as a continental socio‑economic, security‑supportive, and development‑driven transportation and logistics organization committed to protecting cargo movement, strengthening national revenue systems, promoting safe road usage, supporting government agencies, and empowering its members across Nigeria and the African continent.
The Union recognizes its Lifetime Formation Partners, founding authorities, national taskforce structures, and international collaborations as integral pillars of its existence.
ARTICLE 1 – NAME, STATUS & LEGAL STANDING
The official name of the body shall be National Cargo Union (NCU).
NCU shall operate as a legally recognized, development‑supportive Union registered under applicable Nigerian and African regulatory frameworks.
The Union shall maintain full rights to partner with governments, agencies, ministries, NGOs, CSOs, CBOs, corporate bodies, transport stakeholders, and recognized continental institutions.
ARTICLE 2 – HEADQUARTERS & OFFICES
National/Continental Headquarters: Plot 1, Afriempire Monarchy House Unlimited, Adun-Kingdom Royal Ground, Mbembe‑Obubra, Cross River State, Nigeria.
FCT Contact Office: PNAI HOUSE, No. 2 Ishaya Shakira, Gwarinpa, Abuja, FCT.
NCU may establish zonal, state, LGA, district, border‑point, and continental liaison offices across Africa.
ARTICLE 3 – LIFETIME FORMATION PARTNERS
The following bodies are permanently recognized as NCU LIFETIME FORMATION PARTNERS:
- Afriempire Monarchy House Unlimited
- Policing Nigeria Awareness Initiative (PNAI)
- Royal City Palace Homes and Gardens Ltd.
- African Grassroot Ambassadors Concepts (AGAC)
- PNAI International School Ltd.
- Egbe Akparakwu Foundation (EAF)
- PNAI Policing Nigeria Marshals
- African Partners Projects
- African Free Press Law Film
- PNAI Africa Partners Law Film
- African Chambers International
- Afriempire African Policing Marshals
- Revenue Homes Ltd. (RHL) – NCU-Financier, Financial Partner & Consultant (Lifetime Status)
These partners shall forever be acknowledged in all Union operations, ceremonies, documents, and governance.
ARTICLE 4 – VISION, MISSION & CORE OBJECTIVES
Vision: To build Africa’s most secure, prosperous, and organized cargo‑movement ecosystem.
Mission: To protect cargo movement, eliminate exploitation, support logistics prosperity, and strengthen national development.
Objectives include:
- Ensuring safe and monitored cargo movement.
- Supporting development partners across the public and private sectors.
- Preventing illegal taxation, extortion, diversion, and criminal exploitation of transporters.
- Creating economic empowerment channels for all members.
ARTICLE 5 – MEMBERSHIP STRUCTURE & FINANCIAL OBLIGATIONS
Members must comply with all approved obligations, including:
- Registration fees
- Membership dues
- Daily/Weekly Tickets
- Welfare contributions
- Project levies
- Development levies
- Operational fees
- Special permits
- Annual conference/meeting attendance fees
Members shall be issued Union Stickers, Emblems, Customized NCU Plates, Branded Caps, T‑Shirts, and other official identifiers.
ARTICLE 6 – UNION INCOME & FUNDING CHANNELS
NCU shall fund its activities through:
- Membership registration fees
- Daily/weekly operational tickets
- Annual dues and levies
- Union event fees
- Partnership development contributions
- Branded materials (caps, T‑shirts, plates, stickers, emblems)
- Certifications, permits, monitoring documents
- NCU Cargo Parks revenue
- Parking fees, logistics fees, and service charges
- Union warehouse and Farmers Market income
- POS/ATM service partnerships
- LGA revenue enforcement partnership fees
- Transportation monitoring service fees
- Welfare support fund
- Grants, donations, and sponsorships
ARTICLE 7 – NCU CARGO PARKS & UNION FACILITIES
NCU shall legally maintain and operate standardized Cargo Parks nationwide and across Africa, including:
- Large‑capacity cargo parking spaces
- Security posts
- Union offices
- Supermarkets and commercial stalls
- Restaurants
- Guest houses / lodges
- Farmers Markets
- Union Members Warehouses
- Banks, ATM Stands, POS Stations
- Training centres
- Emergency response units
These facilities are recognized as official assets and operational rights of the NCU.
ARTICLE 8 – NCU NATIONAL TASKFORCE MANDATES
The Taskforce shall:
- Support government security agencies.
- Monitor operational permits and cargo documentation.
- Receive reports from members and respond to emergencies.
- Supervise cargo movements.
- Combat crime, extortion, and illegal checkpoints.
- Enforce actions against multiple‑taxation criminals nationwide and across Africa.
- Enforce legal actions against unlawful cargo diversion by any group, union, association, or individuals without clear regulatory/legal backing.
- Work with governments on LGA/state revenue enforcement.
ARTICLE 9 – PARTNERSHIP & COLLABORATIONS
NCU is open to partnership with:
- All Nigerian States and LGAs
- Ministries, Departments, Government Agencies
- Corporate bodies
- NGOs, CBOs, CSOs, FBOs, local groups
- International development partners
ARTICLE 10 – NATIONAL CELEBRATIONS & ANNUAL EVENTS
NCU National Day shall be celebrated on 2nd October every year.
The event shall be held at the National Headquarters, Adun‑Kingdom.
Celebration honors the Founder/Continental Leader His Highness Amb. Egbe Akparakwu Ogbin Adun.
Activities include:
- Union ceremonies
- Entrepreneurship Leadership Centre programs
- Vocational Training Camp events
- Awards and recognition sessions
ARTICLE 11 – NATIONAL CARGO UNION ENGAGEMENT ORDER
This order governs all engagements, operations, and enforcement activities of the NCU across Africa. It outlines:
- Authority of Taskforce personnel
- Code of conduct
- Enforcement protocols
- Member protection procedures
- Government collaboration guidelines
- Legal compliance and accountability standards
ARTICLE 12 – SUMMARY ARTICLES
- NCU operates as a continental cargo‑movement protection and development body.
- Lifetime Formation Partners remain permanently recognized.
- NCU maintains full rights to operate Cargo Parks, warehouses, markets, logistics services, and supportive facilities.
- The Union holds authority to work with states, LGAs, ministries, and agencies in revenue enforcement.
- The National Taskforce shall enforce actions against: Cargo diversion, Multiple taxation, Criminal exploitation of transporters
- Members must comply with all financial, operational, and ethical obligations.
- The Union maintains international partnership openness.
ARTICLE 13 – CONCLUSION
This Constitution stands as the supreme operational and governance document of the National Cargo Union. All members, leaders, officers, partners, and affiliated bodies are bound by its provisions.
The Union reaffirms its dedication to:
- Cargo safety
- National development
- Members’ welfare
- Security collaboration
- Economic empowerment
- Continental unity
With this Constitution, the National Cargo Union commits itself to building a stronger, safer, and more prosperous logistics and transportation sector for Nigeria and Africa.
